The entire reporting experience — sections, questions, plain-language and clinical wording, required flags, and branching rules — is one configuration file. In production, this console would front a role-based configuration service with schema validation, version history, side-by-side diffing, and a publish/approval workflow — so CDC personnel can evolve the form safely, and every change is auditable and reversible.
